Background bigger than view window

I'm new to Android development.

Something I would like to try is to create a jpg image much bigger than the screen window, say 8 times bigger, and then to use touch control to move around this image quickly and smoothly.

Please could anyone point me to a complete example online on how to do this sort of thing.
