I think it should be pointed out that ANY android phone can be used as a development phone. The only real difference between a "development" phone and a regular phone is that the regular one is locked to a specific carrier. Developing on a Device
I would also add that while extremely useful, designing entirely on the emulator is a bad idea. Nearly every phone available has its own little nuances which can make development tricky. For example, on my HTC Hero, the camera preview doesn't work correctly in portrait mode, so I have to force it to landscape mode to work correctly.
