How to build web app ?

Hi! I'm a novice at Android and now I want to build a web app which display the news. I have created html file, and already have data in ms sqlserver database but I don't know what to do next. Could you show me the way to do next? How can i display the data to the web or do i need to convert it into another database ? Please help me!
