Sprite animation tools

I use a program called Sprite Vortex to create animations out of sprite sheets that arent' set up properly.

As far as I know I have only seen an XNA implementation of the XML file the program outputs. Is there an equivalent for Java/Android usage?

I tried to implement the XML file however I am pretty noobish at Java and Android in particular. Perhaps there's another program that does the same thing and is popular with Android devs?
