Angry C:\WINDOWS\secure.html can't get rid of it

Hello all. I hope someone can help. I cannot get rid of this secure.html hijacker. It constantly changes my home page to C:\WINDOWS\security.html, which is linked to e-shredder. I have tried Ad-Aware and Spybot S&D, both do not detect it. I have tried Spy Sweeper...it looked like it detected it and quarantined it, but the same thing keeps happening.

I have enabled everything in the Start-up tab under msconfig and below is my Hijack This log...thank you in advance.
