CPU usage always 10%+

Ever since I got my computer, the cpu usage has always been 7-13% everytime my computer is idle. While some other computers is my network always have 0% when idle.

My proceses say that nothing except System Idle Process is taking up any CPU.

Heat tempreture seems ok, I did an antivirus check and a full spyware check using Ad-aware.

I even put my system into safe mode to see if its still 10%+ just incase some service is doing it.

Any ideas what it could be or recommend some program which tells me what it causing it.
