Desktop ICONS WONT LOAD!!!!

Hello, My Explorer Start menu bar loads up very quickly but.. The icons dont load for 2 minutes or so and I am not able to run any program from the start menu.. I can try to run them but just wont load untill the icons pop up!

I have SP2 installled. I uninstalled Norton Firewall and Norton Antivirus 2004. and Same problem!
