F3SCRCTR DLL Problem

My mother's computer has this RunDLL Problem "C:\PROGRA~1\MYWEBS~1\bar\1.bin\F3SCRCTR.DLL"

The computer is running Windows Vista Home Basic 32-bit. The startup runs really slow after inputting the password to get pass the Welcome Screen, which I'm guessing this DLL problem is the cause. I've downloaded the HijackThis program and here's the log.
