Force an AV to treat a file as a threat?

Hi,
is there such an antivirus software or are there ways to make (force) an antivirus software to treat a file, whether specified file or files like..., as a threat. I am thinking something like exclusions but the other way around. An example would be to say i do not want any file that contains "xyz" in the name on my computer and i want the AV to handle it, or if i do not want processes that contain "abc" to access memory or anything similar to such a setup?
