Underlying wininet.dll error...

Having major problems with this comp, was having a wininet.dll error everytime i ran IE, i replaced the dll and IE runs, but i want to remove the underlying problem. I found various software on the machine which i have removed such as Yahoo companion and a skinkers.exe. I still get a wininet error when removal of Temp internet files is initiated, through IE itself or even just disk cleanup. Any ideas? Here is a log if it helps.
