Apache error connecting to database

I have 2 questions:

1 - my apache server is not connecting through a database correctly, i've set up an access database and i've created the user ODBC connection. When i access the cgi that does a simple connect statement, it can never connect. But when I go to the command prompt and compile it in perl, the database connect is successful. anyone understand why?

2 - whenever I try to run a .pl or .cgi file, the server asks me if i want to download the file instead of execute. I've configured the httpd.conf file many times but it's still not running exactly the way it should be.

1. Not an apache issue.
2. You've messed up with your configuration.
To get more answers we'll need more details.
