Apache no connection problem

I am having problem with my Apache 1.3.20 with Tomcat 3.x configuration. The server works great for users but when a crawler tries to access the JSPs the server returns a "no connection" error after a few accesses. This has been seen with RetrivalWare and a link checker that I use. Is this a problem with Apache preventing a denial of service attack or is it Tomcat screwing up or something completly different?
