general - Best FTP file server making language

Hello there,
I am a php programmer. I want to make ftp file server software. For this, is apache server appropiate? I need to know, Can I make a ftp file server software by php? And will that have great longevity. Can it take much load? Here capacity of user is about 5-7 thousand in each day. Should it be non-risky if I make it by php language? any suggestion is welcomed. thnx.
