error in configuring Apache under Win NT

I try to use Apache under Win NT.
And I got an error message when I try to call my cgi script from a form.

It said ( in Apache log file )
[Tue Mar 06 11:36:26 2001] [error] [client 127.0.0.1] couldn't spawn child process: c:/program files/apache group/apache/htdocs/scripts/printenv.cgi

I've already set the directory
"c:/program files/apache group/apache/htdocs/scripts"
with ExecCGI option.

What's wrong ? What do I miss ?
