feedback for secured apache.

One of my friend asked me for the feedback, so I gave him my feedbacks. Also, I told him that I am going to post in here for him to get more feedbacks.

His plans is pretty different to secure his apache. Take a look at his draft (http://www.maganation.com/secured_apache.shtml), which he hasn't setup yet but wait for someone's feedback first. Any input and/or suggestions would be appreciated.
