This is a strange feature (if it is one?). I have in my directory a bunch of files including one called "header.html". When I look at that directory via my web server I see all my files except that apache loaded the header.html file and is displaying it LOL is this a feature?

Not a feature in stock Apache. There are quite a few external modules (i.e. mod_layout) that can add such feature to Apache without using SSI.
