memory and cpu resources. what is the safe number

Hello,

I am kindda a newbie in writing perl/php script with mysql back end.

I have done several projects. Is there any method to see whether my script is connect and disconnect to mysql safely and using efficient mem/cpu resources. What I meant is that, if the scripts connect and no disconnect, it would take up some mem resources and bog down the server, right?

What is the safe number for httpd and mysql for memmory and cpu process?
