Well, how about just start running your own web community and offer free web space. Looks like guys from http://www.excelland.com working in the right direction.

First of all, are you running a domain from your own web server? If not, you need to run dns server and possibly a secondary dns from other machine in the first place.
Second, are you going to host non-ip domain (i.e. www.domain.com) or simply subdomain.yourdomain.com?
Are you going to offer perl, php and mysql or just web space?
Also, what programming skill do you have?
How many static IPs do you have?

Now we host third level domains such as yourdomain.excelland.com.

And will plan hosting under another set of domains next month and support
for second level domains (www.domain.com).
