The answer is YES, you can setup a Virtual Host on port 7000 and use your browser locally to test the site. I do this for my sites.
the syntax is
ServerName [your test domain name here.com]
#add for other settings like admin, email, cgi path
#your milage in here will vary
restart your Apache server...and browse to http://yourtestdomain.com:7000
if you set it up correctly then you should be looking at your test website.
Tweak as needed...
PS: I use the IP for my Vhost blocks, but I've seen documentation that sez you can use * ... see which one works best for you
