VERYURGENT I want to deny 209.202.148.x to use my apache
209.202.148.23.

Very simple, just put the following to http://www.domain.com/.htaccess:
Deny from 209.202.148.23 another.ip.addr.here All IP addresses are space-delimited on the same line. If you need to block entire 209.202.148.xxx, just put 209.202.148. or 209.202.148.0/24 |

of my portal when he access via port 80.
