Win98+IE5.5+Apache+php4 it can run but hang

When I install

1. apache_1_3_14_win32_r2
2. php-4.0.2-Win32
and copy php.ini-dist to c:windows and rename php.ini
and add alias type at httpd.conf and apache directory
and I run local test
my browser windows98 IE5.50
I type http://127.0.0.1
and it show
Not Acceptable

Available variants:

index.html.de , type text/html, language de
index.html.dk , type text/html, language da
index.html.ee , type text/html, language et

index.html.it , type text/html, language
and ect....

I think unusally Because I ever used them on another computer but it is windows95
and Browser Netcape.
and I see at error.log On Apache

and access.log is

127.0.0.1 - - [07/Dec/2000:14:33:55 +0700] "GET / HTTP/1.1" 406 2789

it bring my computer hang
and have program winoldap not responce
please suggest me to edit it. for working
