I have read documentation on the internet and I could not find any information related to my problem with Apache. I use RPMs and/or binary sources. I cannot compile programs that I download because my C Compiler is messed up...
Here is what happens. I install the Apache RPM (Advanced Extranet Server). With that, I install the mod_php3 rpm and mod_php3mysql whatever RPM. When I first install, everything works great. PHP works fine, and MySQL works fine with it too. But, if I reboot the box, Apache wont serve out the documents. It loads fine, but if anybody tries to view a site off MY box, it will just sit there and say: Host Contacted: Waiting for Reply. It even does this if I try to connect to the site locally on the linux box (http://localhost/). If anybody knows what to do or has had the same experience, please let me know. Thanks again..

Try to set HostNameLookups to "off" and see if that helps. Also take a look at your ServerName directive. Anyway, it seems to me you haven't configured a fully-qualify hostname of your box correctly.
Try to use only IP address instead of host address for all the directives of your httpd.conf.
