connecting with SQL

Ok, this may sound like a lame question, but what scripting languages are best for interfacing with an SQL database?

What database are you using? ASP and PHP can both connect to different database programs.

Oracle SQL

Oracle SQL is all I know at this point. Our client is very secretive unfortunately, and though I'll know at a later date, in about an hour a rushed API is due, and all I really need to know is what type of script/app will be calling upon the info stored on that database. AT this point I'm gonna say PERL/CGI since its my best guess....but I"m nervous that I"m dead wrong.....
