You might also want to think about investigating developing semaphores with application.lock and application.unlock which restrict use of application variables to a single process at a time.
You could implement custom ASP transaction.

You will need to do a bit of research to understand what an application is for an iis.

I could be leading you in the wrong direction but it may be worth a look.
