I going to a 10. network and one of our servers is a FreeBSD machine. How do you change the IP on a FreeBSD machine. I have tried altering the /etc/hosts file and the /etc/rc.conf file then rebooting and that has not worked.

No luck with /etc/rc.conf? Have you tried netcfg for configuration? There is an activate on Boot Time check box that you can choose. I am not sure if netcfg is on FreeBSD, but it is worth a try.

netcfg isn't no this system. I am using this computer as a webserver with Apache. Could it be something in that that is causing the problems?

I don't think that would cause a problem but you might want to turn it off just in case. Have you tried using ifconfig? I don't use it except for ifconfig -a, but I think you can change the IP that way.
