Developing an Email application

The email application will need to be able to extract email addresses from an Oracle database. Once extracted the application must allow the user to bulk email to all of those emails extracted from the database. All of this should be done within the email application itself. Here's the question(s).

What development package(s) would be best to develop this application? would it allow to program in the email engine?
And i need it to create a user interface.
What other things do u think i need to be concerned?.

I know i would need to research certain areas but this was the first that came in to mind.Any help would be grateful!!.
