Dreamweaver or plain Java, difficult!
Seems to be tricky to create a webpage with possibillities to activate a picture while moving the mouse over a button! Seems to be a few scripts out there but not to many good explanations!

A new window popup inside a table?
For changing the picture when it's inactive, just add an onMouseOver event within your image tag. |
