I am taking my first baby steps in web development so please don't laugh, too much anyway! I'm interested in writing cgi scripts in perl. How do i learn perl, where do i write perl, how do i test my scripts, do i need a webhost, etc.. Any help with these or interpreted questions will be a great help. Thanks in advance

Download some scripts and try them out. Then alter the scripts little by little.

Notepad or download UltraEdit.

Go to http://www.hypermart.net/ and sign up an account (fake a business).

Not really. If you have a spare box, you can install Linux or FreeBSD or others.
