How do you create a website in the Chinese language?
Anyone know how to make a site using languages other than English? Are they images? I know it has something to do with downloading a language set but I have no idea about the programming behind it.
Any ideas?

The programming (HTML, PHP...etc) are still done in english, but just to put the contents in other language like chinese...etc.
To display the contents in chinese, of course you need to know chinese (can read & write). You may use a program like Chinese Star / NJ Star / Chinese Windows ..etc) to do so. For the viewers, you will need to download chinese text support in order for you to see the chinese contents.
