how to install bloody perl?

Man, i am having such trouble right now, php, apache, mysql is soo easy to set up, but i just cant figure out how to install perl, there are sooo many packages and too confusing ways to install somebody help me.
Server specs are:
Windows 2003 Server
Apache 2.0.46
Php 4.3.2

Can anyone direct me to a proper download and useful instructions?

i installed active perl, but my cgi's wont work.

Are they in your CGI-bin directory and has that directory been given all the needed permissions.

Sorry, the last version of NT I am still dealing with is NT 4 for Alpha.
