i need news updating stuff.. (?)

Does anyone know of a good mySQL + PHP coded news posting files which you could tell me about? If not, would anyone make one for me?

I just need a plain interface, ex:

I know one but I don't belive it's MySql or Php. It's called Blogger and the program is hosted on their site. Once you post it uploads the new HTML file to your site. For instance if you have a file named news.htm or something it will replace it with one containing the newer news. It has options for team members and you can say if they are an admin or not meaning can they change the main password and do more advanced stuff. It also has user defineable templates and standard ones and if you want them to you can host the news on their site, that is if you don't have FTP.

It has different ways of putting the news and automaticly can record the date, and even the time, up to the exact second it was posted.
