Mailman 2.0 for the clueless

I am trying to install the CGI script from URL for Mailman V 2.0.

I am following the readme and I can't find the cgi-bin on my account and I really can't figure out the instructions at all. I admit, it is because I have never done this before and I am a total newbie. My site is programmed in PHP and I am moderately familiar with that, but this cgi stuff is really eluding me, because I can't find the paths that they tell me are there.

Help. Please.
