mysql setup - localhost conn. probs

i have a win98 system and installed mysql today. I followed directions and whenever i type:
C:mysqlbin>mysqladmin version
(as an example) it has a "cannot connect to 'localhost'.

Does anyone know what is wrong? I have tried to figure it out and I'm sure it's simple! I think I just need a helping hand... thanks!

Is there just a plain mysql executable file in that directory? I remember something like that when I used to use mysql for windows... not sure if that file is there. If it is, run it, then run mysqladmin.

I'm not sure about how it runs on windows boxes.
