black, welcome to devshed community!
To change status just go to your control panel and it is under profile part. And those locked forums... basicly they are just there to somehow slow down main page. And yeah, you can read them for information if you wish. I think they are locked now because those are remainers of old forums, but I might be wrong.

I believe the locked forums are old forums that are only being kept around for reference. Basically, they weren't popular enough to survive, but they seem to have enough useful reference material in them that they can't quite die yet.
