Well, If you look at a program, for example, Paint Shop Pro, Notepad or Winzip, they are all written in a language. I want to create easy programs like this, but in wich programming language should I do it, C++???.

Excuse my bad english, but I'm from Sweden.

Any easy language to use to create programs such as these is Visual Basic. Most if not all windows programs are created with this language.

You can do it in C++, but Visual Basic automates alot of the windows features and makes for easier programming. menus, status bars, button, images, are all very simple to work with.
