Looking to write a simple GUI

Hello everyone. I used to be intensely interested in coding in my younger days. I got pretty
proficient in BASIC on the C64 and early DOS PCs, dabbled in PASCAL and learned a fair amount
of C (which I have nearly forgotten completely.) Later on my interests changed and I stopped.
Everything I ever wrote on a PC was for DOS, so I have zero experience when it comes to
Windows or any other window manager.

I am looking to get back into it, and I am hoping some of the experienced hands around here
can point me in the right direction. There is a command line utility I use at work and I am
looking to write a really basic Windows GUI so my less technically inclined coworkers can use it too.
It would need to do the following:

    1. Bring up a file browser box so you can pick a file.
    2. Accept a text input in another box.
    3. Execute the command line program with the file path and text input.

And that's it. I've been out of it so long that I don't know which language to start with. Any
guidance for someone with totally outdated minimal coding skills would be greatly appreciated!

For Windows only, I suggest to have a look into the C# .NET framework.

Alternative you can also take a look at Python.
