Try booting into single user mode (see the documentation on the FreeBSD website for this) and then type vipw and fix root's shell.

When I boot into single user mode (boot-s) I don't have access to any (vi-ee) text editors.
Is a complete install the only solution? |

You'll need to mount /usr first, since vi is under /usr/bin. Try using mount -a to mount all the partitions from fstab. Then you can use vipw.
