installworld error not permited..

This is my first time ever to have error during buildworld on this machine.. It's finished make buildworld and it went so smoothly.. When I ran make installworld and I got this error following:

***Error code 7

Stop in /usr/src/bin/cat.
***Error code 1

I already did make cleandir in /usr/src and rm -rf /usr/obj before do cvsup and buildworld... Also, I am in single user mode and logged as root, so I don't see anything what I am missing?

It's tracking on 4.5-STABLE (RELENG_4) and I already did cvsup/buildworld twice on this machine so far, but third was failed..

Whenever you do buildworld it's suggested that you disable securelevel temporarily instead of setting chflags.

Strange, the securelevel always has been disable ever since I installed FreeBSD..

/etc/rc.conf
kern_securelevel_enable="NO"

/etc/make.conf
CFLAGS= -O -pipe
NO_OPENSSH= true
NO_SENDMAIL= true
NOGAMES= true
NOPROFILE= true
XFREE86_VERSION= 4
USA_RESIDENT= YES
