OpenBSD slow download rate

I'm having this problem right there.. if I try to download something with my laptop (which it runs Debian\linux) everything works just fine. as an instance if try to download this file right here on my linux box, it goes kinda fast, like:

on the other hand if try to download this same file on openbsd... my average downloading speed kinda falls down.. like:

notice: this happens all the time, not just with that specific website.

looks like some ip-throttling type of thing, to me. i have no earthly idea on what the cause of all this might be.

i've checked my router and all of those configuration files look fine to me. i'm not using a firewall or anything like that.

i wish could explain this better.
