a little question about popups

if i have a popup killer, and i enter a website that has popups on it but the popup killer blocks them. so, will the website owner recieve money for the popups in my case(in the case that they are "killed" at "start")?

Probably depends on the way the webmaster earns its commission. In short, I'd say no, but as I said, every commission program is a little bit different.
