Develoment of social network site

I am going to outsource the development of social network site and I have found the Ukrainian company working on this field - NET Development Center WEB100

They have experience in social networks development using Java, .Net, Ruby, PHP, Elgg, PHPFox.
Have you ever outsourced your activities to Ukraine?

Can you advice me something?

The BBB of course never heard of them but they seem like a legitimate company. I would question your business model. You can make the most innovative social networking site in the universe but without people there is no network and it's not in the least bit social. What's your advertising and promotion budget in relation to your development budget? If you're planning a "build it and they will come" business you may wish to reconsider.
