Did you try to advertise locally? Have a look on Google Maps and find companies/shops that don't have a website. Find out who the owner is and send him a personalized letter informing him how his company could benefit by having a website. Create a quick mock-up that shows how the website could look like with the company's logo on it and at the end of the letter make a special offer. You could even generate additional, recurring income by offering to manage the website on a long-term basis.
Using this technique you'll have people calling you, not you calling them. In a world full of spam and intrusive ads, you need to make your ads more personal and show the potential clients that they're not just a number and that you really care about their business.
