Are there any companies or websites that offer any sort of services to allow registration from outside of Macao as an intermediary or in any other manner?

As .mo domain is new domain The Macao government tries to keep best domain names for its citizens, if you don't hurry you can wait for a while, and it is possible that the domain will become easy to register soon.

You should contact to domain name provider company. if there would be possible they will allot you. according me .mo is new one and it is not available.
