Legal issues with search engines

Ok can somebody tell me all the legal info that goes in with creating a search engines

Before I go another step further with my search engine I want to make sure its FULLY legal.

One specfic question is can I just go about indexing sites I please to?

if you respect robots.txt , and provide name, user agent and all the info on your crawling bot, it's ok
