I believe that it is legal to print novelty notes such as these, provided that they can easily be looked at as being non-fraudulent or measures are taken to show that they are not meant to be fraudulent (such as laminate, etc). It is only illegal to print money if you are trying to use it as legal tender. Or if you are modifying/defacing existing money (pasting a picture of someone onto an actual bill).

However, it is a violation of that person's right to display their likeness which is one of the rights which copyright protects. While it may not be a violation of currency counterfeiting laws there's still this issue. It is flaunted widely, especially in the case of models and celebrities, but if they wanted to they could sue for damages (and win).
