Shipping propritary formats

Hey everyone,

I can't really find a clear cut answer to this. Currently the company I work for pays OEM licensing to ship a viewer built into an application.

I was able to recreate this application using 100% open source technologies. I was wondering.

If we continue to create .rpt and .xls files for companies, and use things like PHP COM objects to run the reports and export to PDF and then e-mail it? Would OEM licensing still be required if the viewer is taken out of the application?

From what I can tell, no licensing isn't required to send a file of a certain format to a client.
