If all you have is links and promotions, you're going to get unfollowed very quickly.
Make it a little personal from time to time, and dont continually post things over and over and over.

Also note that there are restrictions on number of people you can follow in a particular day and you can't keep following people unless you get sufficient followers

Make sure to do not do this within a single day, do it on regular basis day by day. Study the profiles briefly before following, make the judgment of people who can be interested in 'what you are going to tweet'.

It is really easy to follow someone on Twitter. And you'll be surprised how often they decide to follow you as well. In fact, I have lots of people in the marketing and PR worlds following me. In my opinion, this is a way easier way to connect with influential people in the media than calling and emailing them.

IMO you should choose attractive title and descriptions for your links and then submit them to famoud social bookmarking or social networking sites like Digg, reddit and ... . In this case you reach to your goal. And i think there are no other secrets.
