How to create an API that offers online recharge for DTH-Mobile-Datacard.
Can anybody help giving us start-up for this?

Yes, but the thing is, i want to create api myself by contacting individual telcom operators,
Can u plz provide me the grounds of how this whole process and business working of all below models.?
1. Create an API by communicating with all telcom operators.
2. Create a clone of paytm (using third party api)
3. Create API + Create paytm clone.

Just one thing, if I can do all those things, what do I need you for?
Fixing syntax and semantic errors in the code that people post here is one thing.
"Implement my business idea for $0" is another matter entirely. If you're looking for someone to do this for you, I suggest making a post here or here and be prepared to hand over some money in compensation for people's time.
Even if you manage the technical aspect of making a site which works, you've still then got to do all the marketing to drive sufficient numbers of people through your site, as opposed to going through some site they already know (like paytm).
Not only that, as soon as you start handling money, the security requirements for your site escalate dramatically.

You need to talk to the telecom operators. You will not be able to do this without thier permission. I imagine there are all sorts of security and non-disclosure issues, and posting questions about this on a public forum probably disqualifies you as a suitable person for then to do business with.
