I'd write a LaTeX file, then convert to pdf with pdflatex . And sure, you could write the LaTeX file with c. I did this once with great results. Of course the book was a table of tabulated data, the computer program computed the formulas. We had to create the explanatory preface by hand. In LaTeX, naturally.

Or you could research third party software that will do that work for you, buy it, and then learn how to use it in a C program.
