Unhappy kylix 3 and RH 7.3

by the way if any one know where can i find those files please tell me coz i search the net and didnt find it any where

Where exactly did you search on the net? I searched for glibc-devel on Google and over 34,000 hits and many were exact links to RPMs.

the one you give me is not exactly the same ....
you give me :.....2.4-7.16.i386.rpm and i need 2.4-7.12.i386

you give me :........2.2.5-43.i386 and i need 2.2.5-30.i386.rpm

The ones I gave you are the updated packages which is what you want. Install them with rpm -Uvh <package_name>

Kylix 3 doesn't run on RH 7.3, off the bat. You'll need to make some adjustments. See this link:
